    Rock was originally the first gym as a tutorial tool. Onyx was built to be a weak but immovable wall that you couldn't just tackle through. That's why they use it early so often.

  • Here's a good example of Rock types being powerful, they did a study of combining all the types into one and the only super effective weakness is rock type

    The highest in terms of gyms for Rock type specialists is Gordie from Sword. He’s the sixth gym leader and people who played Shield will never see him except for Melony’s secret League card. There’s also Olivia, a kahuna in Alola and the only known Rock Type Elite Four member. If Rock type was fought later in-game it would be much harder to deal with and would give an added challenge because of the possible Rock types the player may face late game.
