Dangerous Driver, Rackless driver in Richmond Virginia USA

Today Jan 7, 2018 I stoped on red-light & there as a old poor guy standing there, my wife said me to call the old guy, She Gave him few bucks $$ & this guy horned me from back & then dangerously crossed me intentionally, I went behind him & horned & he start braking on ramp & on highway when I was crossing him in fast lane he crossed the lines & trying to crash into me I was forced to go out side of my lanes & he was laughing & giving me kissing. That how this mentality Ill driver was.
