  • To all the people saying that the question remained unanswered, your listening was dismissive at best. In the beginning of the video, authorities were questioning the ATC about why he let the flight land in such inappropriate weather conditions. That clearly answers the question if you would just use your listening skills.

Good thing the guy in the ATC was nice to tell everything correctly
  • Ultimately the pilot's decision/responsibility on continuing the approach using all available information, especially his own on-board radar (real time information).

Happened to me, I could see the weather and requested another runway. Just at the flare the tower issued a wind sheer alert. Gust to 40 kts. Skill is all that save me.

I've lived in NC all my life and i tell you I've traveled all over the world and have rarely been anywhere that weather can change so fast, the weather here can change in litterally an instant and we have every weather known to man, heat, cold, hurricanes, snow, thunderstorms, sleet, freezing rain, hail, tornadoes, fog, you name it, so it's it's no surprise this happened i remember this accident well.

If you're wondering, 57 souls onboard in which 37 perished. All of the fatalities were the passengers including children. Both pilots survived with minor injuries.
