He is basically going to starve out the last few soldiers in the steel plants. They are cut off and have no way of getting aid or supplies. They are essentially screwed.

Sealing doesn't mean covering with cement all holes. It means, putting soldiers in all corners so that there's no escape. This way they will control what goes in and out.
