Is it just me or do all big lottery winners coincidentally live in the same state?

The lottery only exists because of the all the people who dont win. I if I told 10 people that I will give one of them $50 if they guess what number im thinking from 1 to 50 but they have to pay $10 to even play, majority of my money came from the 9 losers compared to the 1 winner.
