I’m gonna throw this out there because it seems like one of those “it’s always right in front of your face possibilities”. The juvenile ten tails is Shibai’s body. The age of a ten tails is not related to time. The amount of chakra a ten tails has would be more fitting. That way it would’ve always stayed as a juvenile because Jigen siphoned it. This makes the most sense to me because what else would a Otsutsuki’s body turn into when their essence/karma ascends. It’s essentially the same as Kaguya. Just her essence was sealed in the moon instead of ascending. Plus it explains why the Kara world is barren since it would’ve been the last world Shibai needed to reach god level.

Another one that comes to mind is how did Jigen never get sensed by someone at any point. Naruto and Sasuke and Madara and even Hashirama have been shown to have crazy sensory skills. Was jigen always in some Kara dimension looking over the world until Momoshiki showed up or something? 😂 But if so how are they so influential?

Jura's identity is obvious and pretty straight forward. Claw grimes were created by code which means that he used his chakra to create them, code has isshiki's chakra flowing through his body as he has the white karma, meaning that Jura is just a physical incarnation of the chakra that code used to create the claw grimes.

Jigen didnt interfere with earth matters and naruto timeline before boruto era is because he didnt found the suitable vessel for himself "kawaki". If he had not found kawaki and had no successful karma weilder he would have stayed in the shadows much longer as fighting with imperfect vessel as jigen would not be so good idea. And he came out of shadows because he found his vessel and knew he wont die fighting the strongest shinobi as kawaki will resurrect him when he reaches 100 percent karmafication

Theory: so the tailed beasts are an amalgamation of chakra. Just with sentience and life. The 10 tails is a collection of tailed beasts. So in theory a weakened Jigen collected chakra etc overtime and did sometime similar as to what hagaromo did. In order to create the second 10 tails. BUT because Jigen was weakened significantly it took him a HUGE amount of time to be able to create the new 10 tails and whys it’s a “juvenile”.
