Civil War was released after the Avengers Age of Ultron. So there's no way that Iron man could have known that Cap's Shield would have no effect of his repulsors. There's gotta be some other reason.!!

Thors hammer has the potential to break the shield since its made of uru but metal is malleable so if you strike it, it just bends also the shield is designed to rvenly distribute the force across itself when attacked headfirst which is why thanos was able to break it as he struck the sides. Thors hammer is also a flat shape so it cant puerce through it
