How exactly do "undocumented" workers pay taxes? If they have no documents, no social security card, no green card and nobody even knows their true identity, then how do they pay taxes? Do they send in a 1040 at the end of the year that just says Jose or Maria at the top? And when their employers file their withholding with the IRS, who do they say it's for?
