The general consensus by scientists who study birds used to be that the birds followed a skilled leader who they followed in synch with his/her every move. However, I read an article published online that reported scientist watching the birds closely through special lenses and in recorded playback they discovered something more amazing than the leader of the flock theory. Apparently, birds are entirely democratic. They somehow vote very quickly about what turns or new directions to take. In their observations of the birds and bird in the flock can make a "suggestion" by turning slightly in a new direction, the birds nearest to him will in a split second "vote" to follow him for that one decision and down the line the voting goes as each bird elects to follow the new lead. Sometimes the bird who makes a suggestion to the others will be voted down and another suggester will be followed. There is no set leader, it would seem in their democracy anyone can be the president if only for a tiny moment in time. Perhaps they know something we don't?
