Willamette Week reported recently on the wrangling between Portland and Multnomah County that has kept the Joint Office of Homeless Services from tracking data. Eight years in, JOHS just got control of a city-held database — but it's lacking in some major ways.

    Many street homeless die alone quietly abandoned by everybody. What's even more sad is their bodies get eaten by other homeless and stray animals and simply disappear.
