I think you have missed the main point on this, the main use is when you are excavating foundations within 3m of your neighbours foundations, which applies to detached buildings. It isn't walls or boundaries that are critical but the distance to the next door house. I get the other examples are valid uses too but it is really the risk of digging foundations close to another building which is the reason for the Act.
