Shaggy was merely micro sleeping: He knew he had already won the fight and had won before Goku even saw him. He moved so fast that neither Goku or us could perceive it. Then he created an illusion that seemed as though there even was a fight. The amount of time it took for Shaggy to do this is so small that the number system can’t calculate it. And he didn’t even have to warp reality, just a simple mechanic in his terms.
