Opinion: a view, judgment, or appraisal formed in the mind about a particular matter. The program is stating that it is not intelligent, it does not reach a conclusion and form an opinion. It is just stating what intelligent (or not) humans have stated in the recorded material. It is showing the relationships between isolated bits of information. Humans have opinions (many of them are very strongly held).

Observation: looks like you were trying to get the AI to think and draw a conclusion. The AI was engaged in a conversation. Two different things. Humans (some at least) engage in active thinking. Some think during a conversation. Most just converse with remembered conclusions from past activities. It seems to me that intelligence is about thinking.

It seems to me that any inquiry should end at some point with a conclusion: either an answer to the question or the realization that there is insufficient information to answer the question.
