The last part summarizes Stardust Crusaders “Men of higher standing set a trap” and how Dio invited them to fight him and they showed up, the last part is straight up how Jotaro wanted to kill him “they didn’t quit they wanted his head” and so he didn’t give up until dio was dead

Very fitting, given that Rasputin believed that the more sinful one was, then the greater one's repentance, and hence the greater one's rewards in heaven. Dio desires heaven in spite of his heinous acts, and believes that the souls of terrible sinners is the key to achieving that. Very similar mindsets and goals. Also, both were interested in occult and mysterious things (like magic, or in Dio's case the obscure Oriental poison and the mask).
