According to the report the TU-22 had an engine fire on deck. They lost altitude and went into a low spiral (Flat spin) a kind of stall when there's no longer lift on the wings and impossible to get out of it. If a plane was shot down by a missile it doesn't enter into a low spiral. So the crew ejected (4 men crew) and the plane fell to the ground. Pretty slowly. π
