Quicken spell is in fact unchanged from the rules of 5th edition, people just don't know how it works so they spelled it out. And WTH dude, let us Gishes use Quicken Spell to actually play our class build. Otherwise, only Valor Bards, Bladesingers, and Eldritch Knights will fight and cast in combat. If you don't like it don't use but don't ruin the game for everyone else.
