When has China ever honored and not tried to subvert an agreement they have made with another state?

Europe wants China to stop aiding Russia war effort but China exports to Russia are not some sort of great military secret. They are ordinary machine-tool that can have dual functions - military and civilain. How to tell the difference? For every sanction that Europe imposes on China, Russia can get these machine-tools else where - from India, Iran etc. Beijing ambitions are trade, trade and trade.
