Great summary, thank you. I did notice a minor error though, his S3 skill increases his attack interval by 0.7 seconds not by 70%. Also, the subtitle says decrease not increase, really sorry to be a pain.

Just remember that here are a lot of limited banners coming soon (Dusk/Saga, Nian re-run, R6S) If you don't care about them, pull for Mountain, otherwise, if you already have multiple good guards, such as Thorns, Surtr, Silverash, and you're waiting for the limited banners, you can skip this one. Mountain is not a limited op, so there will be a slight chance to get him through regular headhunting.
