It was so nice of you to rescue that puppy, but I would have never given him back! They were letting the puppy and other dogs walk by themselves on that bridge, right where she fell in.

Why would you give the puppy back to an owner who saw him cal in the river from their boat, but didn’t bother to jump in to get him?! Awful!
