Why is Father Elijah responsible for the Brotherhood of Steel's downfall?

Context:-

Father Elijah from the Dead money DLC, brought about the downfall of the Brotherhood of Steel in New Vegas. The story begins in the year 2260 when Elijah, the head paladin, presents a proposal to the rest of the paladins. He suggests that they should unethically create new weapons. Upon hearing this, the other paladins send Elijah to the east so that he can start a new settlement there. He establishes his bunker in the hidden valley, ensuring that nobody can discover their location.

After roaming around the Mojave for a while, Elijah's attention is caught by Helios One. He insists that it should become the Brotherhood's headquarters. Everything seems to be going well until the NCR enters the Mojave in 2273. The balance of power shifts as the NCR, with their heavy troops, seize control of the Hoover Dam. In his obsession to conquer Helios One, Elijah forgets that the Van Graffs are expanding their energy weapon business in the Mojave.

Paladin Elijah believes that with energy weapons and power armor, they can defeat the NCR. However, in 2276, the NCR launches Operation Sunburst and defeats the Brotherhood in a devastating manner. After their defeat, the Brotherhood is forced to retreat to their bunkers, having lost many soldiers in the fight. To make matters worse, Paladin Elijah mysteriously disappears after their crushing defeat.
