    Yea I think Koil is right that the council is just a bottleneck and the Mayor should be in charge of choosing which legislation passes (but with Nino's public vote on legislation). Just like he mentioned in another video, every member on the council should lose their voting power, but instead gain autonomy over their respective agency. The Mayor would act like a veto, where him and his team will be responsible for packaging each agency's legislation into new or existing bills that the general public will vote for. They will get to pick and choose which laws they put forward for the general public to vote on. Each member of an agency will gain access to seeing all of the pending legislation their representatives have put forward, and if the members aren't happy with the legislation or the fact that their legislation isn't getting passed, then they can do a vote of no confidence and start a new election right away. The representatives that are helping put forward legislation could then bargain using their pay/taxes as leverage to get the Mayor to prioritize their legislation. For example: if the doctors want a second hospital or right to private practice, maybe they offer to lower the doctor's pay, or increase the taxes on medical gear to get it. The Doctors my be open to this paycut under the impression that they are going to enjoy their lives more, or make more money selling private healthcare. I don't expect DOJ or BAR Association to attempt to bargain with their pay much if at all, but the Mayor will likely prioritize their legislation over others since they are more in touch with the laws that really need to be changed to have a functioning government. In place of the chief of staff/deputy mayor seats, Las Santos, Paleto and Sandy representatives should be added. The DOC should also receive a seat at the table with proper staffing. The Treasurer, should become the representative of the Department of Commerce. I also think Mayor should be elevated to being the Governor of San Andreas. This would set the floor for each district to gain their independence if they choose. To do so, all they have to do is hold a vote, but the vote will make it clear that by voting for the right to pass legislation, they will be adding an extra city tax on top of state tax in order to pay for the agency services that operate within its district. These laws will be underneath the state laws and can't go against a state law.
