Pretty sure why you were sometimes able to take fall damage is this: The mod was written such that your propeller hat only activates when there is three or more blocks of air below, but some blocks (such as snow layers) technically count as a block but have no hitbox. So the game treats it as there only being two blocks of air below you yet you can fall three blocks, and then take damage. A way you could use this is to make a tower of signs, which the mod should treat as blocks, and then fall down them. Your propeller hat won't activate, but you will still take fall damage TL;DR blocks without a hitbox are still counted (signs, snow layers etc), so a tower of signs wouldnt active the hat but you cant land on them so you would die.

Could've used a piston and some redstone to put the dripstone higher and still be able to break the block above it.

When craftee was experimenting with fall damage. I know the basics of it. At the three block mark. You take 1 point of damage. 4 blocks, 2 points of damage. And so on. So the dev made sure that the propeller hat would trigger after detecting a 3 block drop or more.

I've found three ways to die with this, one is to suffocate while riding a boat into a one block air gap. For this to work, you also need a milk bucket to get rid of the saturation effect. You can also get a trident, enchant it with channeling using an enchanting table (trying to get a channelling book will NOT work), and then spam throw it at armorstands during a thunderstorm with the ground covered in bottom slabs (beware of fire as you get LOTS of regen). The third way is to go to the world border and pearl to the other side. Be sure to bring milk, as you will be given resistance and potentially saturation.

One thing you could have tried is death by entity cramming. Throw like twenty-five or so minecarts into a one-block hole or make an automatic chicken farm, then jump right in once the number of mobs exceeds the limit on how many entities can be in the same space. This will cause you to take suffocation damage, so you basically get crushed to death by a horde of chickens or whatever else you use because they're all contained within the same place.
