Florescent bulb makes touch lamp turn on

I discovered this by accident while changing out an old florescent bulb with a new LED bulb. While swapping the old bulb i noticed my new touch lamp turned on. !?! every time i did it the lamp got brighter until it turned off. It didn't happen turning the light on and off normally. Whats happening ?
