Something in a neighbor's yard is buzzing 3 times, every 3 minutes and 15 seconds. All day and every day. Any ideas would be VERY appreciated.

Is it common for a brand new unit to hum when turned on? The outside unit is making a loud humming sound and I can only trace it to the compressor inside the outdoor unit. It’s a carrier seer 15 unit. I mentioned it to the installer and they say it’s normal. 🤷♂️
