MFD Chief outlines lessons learned from After-Action report on August fires

The Maui Fire Department provided an outline of things that were learned and things that they plan to implement after the August fires.
Among things that they plan to implement are creating a communications plan allowing them to communicate with and evacuate visitors and residents who speak different languages.
MFD plans to ask for the following in the 2025 budget: increase in vehicles; additional fire stations, water tankers and firefighters.

    questions for the Maui fire department: 1) with dangerously High 70 mph winds, and Trees, roofs, power poles breaking and Falling and down Lines obstructing roads and main Evacuation route out of Town, how were you working with HECO and crews to ensure the major exit Hwy. 30 had open Lanes for the mass evacuation, (which did not happen ) 2) how could you work with HECO iff no HECO Representative was in the Maui Emergency Operations Center until 6:45 pm that night? 3) why did you not answer that Highway 30 was open at all times? 4) upon the morning fire. why did you not assess the possibility that what's 70 mph winds there could be a fire storm that would be directed into the pathway of vulnerable neighborhoods, such as Kahua Camp / Kahua street? why did you not prepare for the event of a possible flare up? why did you not forewarn the people of kahua camp? if you had 25 Firemen..why did you not evacuate kahua camp? why did you not send a utility truck with .a Bull Horn to Alert them? why were your firemen not evacuating people directly after the beginning of the fire? why was Chief Brad Ventura not alerted about all of the fires early in the morning?. (see Elle Cochrane alerting Brad by phone at 4:15pm 8/8/23) Why didn't anyone in Top fire management positions suggest the sounding of the siren to Mayor Bissen? why wouldn't training help your Fireman to learn how to better assess, respond and plan for Fires and other disasters? how come your fire department did not understand that in 2018 ( after the Lane Fire) in a community meeting had told you in your department that they expected and wanted and demanded a siren to be sounded if there was a fire? how is it that your department could work and respond efficiently in the EOC. if it was not fully activated? (which it was not until 5:50 p.m. that night, after the people have died and the town was leveled?) how would you be able to work with all of the top department heads if the EOC is not fully activated and how would you get all the resources that you would need? Why did you fail to evacuate Kahua Camp and why was this vulnerable area of 100 homes Left without any type of bull horns or siren warningsfront yard Department?
