Those Businesses should be compensated for potential revenue lost. I can see a link between theft and longer business operating hours, but the effect on Drug Markets??? Why not put a 24 hour curfew on Drug Dealers or Drug Buyers, instead.

Yes go after the small business owners. They open at night to support the drug users and sellers, support the people that sell stolen goods…etc. Where else will these people shop for alcohol and smokes late at night? Who buys cereal and milk at midnight? Has to be these night people.
