I don't think he was joking. Also, the real story here is that he was very confused, wandered around for a bit, was mumbling seemingly incoherent phrases, and generally acted senile during this "press conference".

The best bit of this exchange is a few seconds after this clip ends. His speech rate slows, he says he's going to bed, he starts making less sense, the WH staff kills the briefing. Damage from multiple aneurysm and the drug cocktail they pump into him wearing off.
