kleptocracy comes from the Greek word "klepto" meaning thief and "cracy" meaning rule. Kleptocracy literally means "rule by thieves". Although similar to a plutocracy, kleptocracies are forms of government where the leaders use their power to steal from the citizens of their country.     Depends on what we define as criminal doesn't it? Who decides what a crime is? The people in power do. I would say we're a mixed bag hiding under the crumbling foundation of what was supposed to be a democracy/republic.
