Cleo, permits only apply to goods, not services (Becase Grian said that permits dictate what items you can sell). You don't even need to consider a permit for this business - it's completely legal, and a great idea too.

I believe one of Pearl's offers is if you have a mass mailing like the one you sent out, you can just hand her a couple of diamonds directly, and instead of possibly overwhelming the system, she'll just drop one copy straight in everyone's mailbox.

For the crab, you could use copper slabs and lightning rods for legs; the knobby end of the rods would work great for the joints in the crab. Not using armor stands, I've done something similar with red sandstone slabs, red sandstone walls, and acacia stairs to make a crab, using candles for eyes. You could probably use the edges of carpet to form the mankini, like how carpet in an item frame.
