2 years late, but hey, Firefighter here. That extinguisher is likely using AFFF foam, which is a but like a soapy water. The saponification process makes a layer which when spread into burning liquids creates a barrier between the flame and the burning fuel. It wont re-ignite unless you disturb the surface.

You guys need a cable system with a sensor that will monitor the trajectory of the falling object and guide the axe blade for a perfect hit every time.
