All they have to do is refuse permits to build anything there. Then create a reason to tax them heavily on that land so that it just continues to become a bigger and bigger liability to the owners. Eventually, they'll be begging for someone to buy it.

Flannery sued the people who refused to sell to them because they intentionally asked for "too much" money. How ridiculous is it that people didn't want to sell their property, so when they offered to sell at a ridiculous price, Flannery decides to waste taxpayers money to try and force them to sell?
