the reason 15 is popular is probably because, the higher the number, the more popular. Thats why even 10 liked 15, so considering that i think 1 wouldn't be very popular.

wait actually look at this: 0: Helps Others 4: Evil and Dark 5: Likes to do there own thing 10: Is known for Helping Others 14: Is known for being evil and dark 15: Is known for wanting to be own their own... It seems like who ever is the first digit is the number's base personality... then the rest is just how popular you are... I am pretty sure the algebraliens inherit other's traits only if they combined, like six and nine. And maybe you are right, but, their photos (like in 1:33) kind of depict their personalities. So i am sure that one's personality is either extremely annoyed by everything (unlike five, who isn't always annoyed) or has anger issues.
