The Proto-Germanic is often so different of the Proto-Indo-European... I strongly have the impression that much of what we now call Proto-Germanic is linked to the pre farming, hunter-gatherers of Northern Europe. Fishing and seafaring in general is much older then farming. In a way, fishermen are the last hunter-gatherers of Europe. Would fit perfectly also with the old Frisians claiming to be the source people (genetically at least partly L1, the coastal folk later absorbing the more numerous R1b culturally) and in the earliest times being based at the river mouths and islands before coast.

Normally we should be able to find out where the oldest Frisian dialects are spoken, the least 'corrupted' by Frankish and Saxon dialects... I assume the villages inland (kleifries, woudfries?) where it's still most widely spoken, some islands maybe, or Ost Friesland?
