Maybe the dog tags are because the original people the IO trapped in the loop were trained solders, but then they started to add people from different univeses.

You missed something lol, in Chapter 2 Season 2 when Midas called all of his agents, when you saw Lynx running she was actually doing the sprinting and mantling mechanic we have today, it was teased 8 seasons before it released, she mounted over the tree log on the ground

Mega city was teased in the May 2021 fortnite crew pack loading screens. It shows Cuddle Team Leader traveling to Mega city and becoming mecha cuddle master. Mega city even has the neon Japanese signs we see today. This was shown over 2 years ago. 0:12

What if the dog tags were made by the IO, and they were a way to tell if someone is an islander or not, and when more and more people were coming to the island, and snapshots were made, the IO just couldn't keep count anymore.
