In Germany you get an invitation to vote by mail, telling you at which location you have to vote. If you go to the wrong ballot box you can not vote. You need the invitation and your ID (or only your ID, but it will take 3 minutes longer...) And that is fine, since everyone is lawfully obligated to have an ID.
