Higher education on why R500m budget wasn't spent

The South African Students Congress has raised concerns about the
Higher Education Department's failure to spend over R500 millions allocated to it. Department's acting CFO Lucian Kearns says some of the funds were returned because the department failed to fill vacant positions for which the
money was budgeted.
