In 1973, PM Bhutto was instrumental in the creation of Pakistan's third constitution. This required extensive consultations and compromises among various political factions. However, he also initiated a military operation that sought to restore order in Balochistan. Despite this internal strife, Bhutto managed to maintain the delicate balance of political consensus that underpinned the new constitution.
