You can get nametags from fishing or from villager trading lol. It's very easy to get as many nametags as you need.

There is a way to play so water in the Nether not codons but using the /setblock command set the commander on the water and their place in the Nether it actually bugs out the game the nether is actually considered a biome that's why you'll see the water is red
