I don't think you can call it "Naval Expansion" unless China has hundreds of oversea military bases and conducts regular "freedom of navigation" sails in the Gulf of Mexico.

The US didn't adequately handle its unipolar hegemony in the 1990s and early 2000s, now they are grappling with the consequences of a multipolar world. I think it is fair for every country to be prepared to defend themselves and to have strong local influence.

For the past decade it was a known fact that China was reinforcing its naval forces by integrating military, naval & submarine base on Hainan island as it has strategic value… why is that even surprising?
