That was foreseeable considering that Putin has relied heavily on military action coupled with Western democracies indifference to achieve foreign policy objectives.

Actually South Korea said they considering providing Ukraine weapons before Russia & NK deal upon Russia saying they will provide North Korea with arms SK summoned Russian Ambassador.
