I think Annisa was the mastermind. New friend, came in and found Morgan and wanted her as a friend and needed to eliminate Morgan's best friend. So she started scaring Morgan with Slenderman stories and used it to manipulate Morgan. In the family interviews it came out that Morgan had a personality issue that made it difficult for her to make friends, but Payton became her friend. Morgan's mentality has been fragile from the very beginning. It took a master manipulator called Annisa to put her over the edge. This happens a lot, the mastermind NOT being the one doing the violent act. Just look at Manson and how he trained teenagers to murder for him.

Litterly, from all the other videos Morgan had said that Annisa was the one that came up with the plan to kill Payton to show that they were worthy to Slenderman. She's lying through her teeth. Payton said that the girls forced her into the woods and Annisa sat on top of her stomach, and told Morgan to go ballistic and go crazy. So Morgan did what Annisa told her to. They both deserve to go to jail, they both deserve to pay the consequences.
