Because that hair piece can be used for other figures while samukais can only be used for him, which sure is dumb but it is still their reasoning

The reason Samukai's pieces were probably never brought back is that they don't serve a more general purpose like the hair piece, the piece was made for Samukai and Samukai only, unless he would be a reacurring villain (which he obviously wasn't) there was no purpose to bring his unique pieces back for one wave

Cause Lego hates giving us what we want.

Samukais head mould doesn’t exist in many lego factories anymore so they couldn’t make his head enough to put him in sets

Likely because Samukai's pieces are way too specific that there's almost no way to repurpose the mold for anything else. Maybe they could use the top of the head for some creatures or decorations, but the main body is something that couldn't be repurposed.

I hope they bring back legacy and give us Samukai and Morro

True but that hair piece can be used elsewhere but samukai is a one and done mold maybe his head but the spine is pretty one note

It’s mostly because they destroy old molds that are too Pacific to something so it would be hard to reuse for something else like the in between big fig tahu’s fire sword and more and lego don’t really like to bring back all things that requires remolding like Bionicle

I really hope the make a updated possessed Lloyd and/or motto figure in a possible legacy set

The piece's were probably gone from the files not long after the pilot sets were retired from store shelf's

Maybe samukais clips would always break, and it might be out of there set budget.

Oh, I guess we should get only one set with Jay minifigure too every two years then? I mean, why would they put him in one set if he is still available in another from the previous wave?

Samuki is still one of my favorite minifigures
