    The answer I heard was: "we aren't doing anything to prevent the aid from being stolen but we are driving down highway B rather than highway A since we think the criminals are too dumb to realize there is more than one road. And we don't want anyone getting hurt so we aren't using guns or force of any kind to stop the robberies. W
