The NCR survived the Super Mutant plague, the Enclave's superior military, the Brotherhoods advanced technology and Caesar's endless legions. The destruction of Shady Sands might have been a catastrophic hit to the NCR, but as long the dream exists, the bear will return. A simple nuclear winter ain't enough to stop the rangers, they would much rather deal with that then take another tour in the Mojave.

To me, the NCR is the best faction. They looked at the apocalypse and denied it. Forging a path of society through the Wasteland.

I love how being retconned out of existence has made the NCR (in the fandom’s eyes) go from “I love taxes” to “Badass fallen empire that was the last part of the wasteland with any morality or functioning society, given almost as much love and reverence as the Enclave”
