I think the thing under the seat is a Ford fuel pump roll-over/impact switch. In the event of certain kinds of accidents, that switch turns off power to the fuel pump, so gasoline isn't being pumped and sprayed everywhere. The red button resets it. I guess Ford learned its lesson after the Pinto debacle.
