At least 50 Delta flights from Boston were canceled and dozens more were delayed on Monday as the airline struggled to recover from IT problems that started with a faulty Windows security update.

Someone please explain the luggage problem? If a flight is delayed, the airline still keeps your checked bag; ready to load it. If a flight is cancelled, your bag is returned, correct? And you go get it, correct? I don't understand the huge amount of luggage that is shown here.
