I feel like Garp would have a higher bounty not just because of his power. Imagine how low moral would be for the marines, if their hero was captured or executed.

SPOILER ALERT After chapter 1087, garp's bounty is 3 crowns (3 billion berry). Same as the admirals. It means that even though he is much weaker and older than his prime, the power of old garp post-timeskip is still on par with admirals.

Cross guild actually doesn't need to have enough money that they could pay all the bounties,they simply need enough that every once in a while a fodder character is paid for some random marine, even crocodile should know that no one is strong enough to go against the top guns of the Marines without getting wounded or killed. This bounty system is simply a challenge to the Marines that they can be challenged.

Personally I believe that Sengoku is the main thought leader behind sword. The entire secret organization seems like a sengoku/garp brain child.

Marine bounty’s value was briefly revealed in chapter 1080 in the manga.The each star stands for a 100 million bounty since Koby has 5 stars and he is said to worth 500 million.

I always thought the Admirals are between Yonko-Commanders and Yonkos, so around 2B to 3B and the fleetadmiral is as strong as a yonko, which was around 4B to 4.5B. That's just the vibe I got in Marineford

I do agree. Smoker could only hope to get to Nami. However, with Zues who seems to have Haki... Smoker isn't going be able to touch her easily due to her nor having a devil fruit. I don't think he will figure out the weapon easily either. He hits first and asks questions later. This is easy for Nami due to that's really all the types of fighters she has fought. Maybe Stussy or Kalifa is the only ones who may not hit first.

I think you need to take into account how much " justice " they cause. Smoker is lower on the strength scale but he was notoriously known as a blockade for a lot of pirates. His might get a boost just because of his track record.
