This should've been dealt with years ago. California officials allowed this to go on way too long.

Joel only wants to be left alone to live a life of drugs and invading public property it does not belong to you the city is offering him help,basically lazy individual that doesnt want to have any responsibility entitled this is what they are use to

Shelters dont work fgor some people because they drink and drink and take drugs!!!

These folks don't want the structured environment like shelters because it would be much harder for them to commit crime or do drug in that environment. Today, they can easily hide stolen goods/properties in their tents.

I just don't believe these homeless can live under any regulations and rules at the shelter. Just move them far away from the general population and let them live without any rules and regulations. Only when they ask for help can we should provide.
