It seems that the exact position of the piglin in the chest boat may make a difference. I redid this farm and noticed the skeletons would run directly into the hole if I had placed blocks on the side, causing them to only "enter" from one side. Without the blocks on the side, the skeletons would run up to the hole and just stop
