Shin Godzilla actually fixed his energy problem by the end of the movie, as when he ran out of energy for his Atomic Breath and fizzled out, unlike the first time where he had to rest, he was able to re-use it again later despite him still being awake (along with the tail beam arguably saving him energy due to less exit points for his beam). Although im glad you recognize his potential and don't write him off as "bad Godzilla fodder he sucks" like so many others do

Just to further prove the fact that KiryuGoji is Low Multiversal... It's stated that each time he fires his atomic breath, it gains 10x more kinetic energy than last time. Being a reptile, he can age and grow infinitely as long as nothing kills him, and he could definitely fire a lot of atomic breaths in that short amount of time. So his atomic breath could grow to the point where it would have a TRILLION (likely more) Joules of kinetic energy from a single atomic breath.

3:56 burning godzilla is literally heisei if he was inf times stronger (as the space godzilla buff which was an inf buff didn't happen yet, nor did the Ghidorah buff) also splitting heisei and burning would mean you count each movie as it's own thing meaning legendary isn't applicable since his other movies and comic books wouldn't apply

So about the Absolute Zero Canon feat, yes it is impressive but Kiryugoji can't scale up to it, it's only a durability feat, not AP. And kinda weird that it being shot on the sea wasn't mentioned, as far as I'm aware that weakened the attack but I might be wrong. And even with that on mind, Kiryugoji and Kiryu himself have been hurt by attacks on the Continental tier and below, so either being at High Universal is nonsensical considering the inconsistencies with their feats, they just won't be able to put up a fight against the stronger Godzillas. Also Heisei and Burning are literally the same guy, their durability is the same, Burning just faced someone who negated durability thanks to the Oxygen Destroyer (aka Destoroyah).
